That number has been remarkably stable across several reporting years, and it understates the problem in a specific way: insider incidents are systematically underreported because organizations fear reputational damage from acknowledging that trusted employees caused harm. The actual rate is likely higher.
What is changing in 2025 is not the prevalence of insider threats — it is the capability to detect them earlier. User and entity behavior analytics (UEBA) systems, particularly those built on AI-driven baseline modeling, have moved from expensive enterprise experiments to standard components of mature security programs. The operational results from organizations that have deployed these systems correctly are compelling: average detection time measured in days rather than months, and significantly reduced investigation time due to automated evidence collection.
Getting there requires understanding what behavioral analytics actually detects, what it cannot detect, and how to operationalize it without creating a surveillance environment that damages organizational trust.
What Makes Insider Threats Hard to Detect
Traditional security controls are built on a perimeter model: define what is inside (trusted) and what is outside (untrusted), and apply controls at the boundary. Access scope expansion before departure. Large-scale data movement to personal storage. Each of these signals alone has low specificity. Their combination in a short time window generates a risk score that warrants analyst review.
Privilege and access escalation attempts. Malicious insiders often probe the boundaries of their access before executing their actual goal. Repeated failed attempts to access systems outside their normal scope, password reset requests for accounts they should not have access to, or queries to directory services for resource lists they do not need in their role — these reconnaissance behaviors frequently precede data theft by days to weeks. Detecting them early creates the opportunity to intervene before damage occurs.
Building a Behavioral Baseline That Works
The accuracy of behavioral detection depends entirely on the quality of the baseline against which behavior is compared. A system that compares every user against a single organizational average will generate enormous false positive rates: the executive who travels internationally triggers impossible travel alerts constantly, the developer who works late generates after-hours anomalies daily. These false positives destroy analyst confidence in the system within weeks of deployment.
The correct architecture uses peer group baselines: compare each user against a behavioral profile derived from their own historical activity and the activity of their organizational peer group (same role, same department, same work pattern cluster). An executive who frequently authenticates from international locations is anomalous against an organizational baseline but normal within their peer group. The system learns what is normal for each user and peer group individually, not against a single aggregate.

This structure is critical for avoiding two failure modes: over-responding (accusing an innocent employee) and under-responding (failing to act on clear evidence because no one owns the decision).
The investigative protocol matters as much as the detection capability. What does the team do when a potential insider threat is identified? Is there a documented process for evidence preservation? Is legal counsel involved before confrontation? Is HR part of the response? Organizations without defined answers to these questions discover the gaps under pressure, usually at the worst possible time.
Privacy and Legal Boundaries
Behavioral monitoring of employees operates in a legal and ethical space that varies significantly by jurisdiction. European organizations must navigate GDPR limitations on employee monitoring. US organizations face a patchwork of state laws. Any insider threat program using behavioral analytics must have a documented legal opinion on monitoring scope, data retention limits, and the conditions under which behavioral data can be used in employment actions or criminal proceedings.
From a practical standpoint: monitor work activity on work systems, use aggregate behavioral signals rather than keylogging or screen recording, inform employees that activity monitoring occurs (most jurisdictions require this), and store behavioral analytics data with the same security controls as other sensitive HR data. Behavioral analytics for insider threat detection is defensible and effective when it is designed transparently and operated within clear legal boundaries.
Organizations that deploy behavioral analytics secretly, without legal guidance, and without clear data handling policies, are creating significant liability exposure even before they detect an actual insider threat.
What Early Detection Actually Buys
The average insider threat incident causes $15.38 million in damages according to the Ponemon Institute's 2024 Cost of Insider Risk Report — a figure that includes detection, investigation, remediation, and business impact costs. That number drops significantly when detection occurs early in the attack lifecycle, before large-scale data exfiltration, before cover-up activity destroys evidence, before the insider has established persistence across multiple systems.
The math favors investment in early detection.
